What the Texas Windstorm Certificate Actually Covers

If you've lived on the Gulf coastal plain through more than one hurricane season, you've probably heard somebody mention a "windstorm certificate" and had no real idea what it was or whether you needed one. Fair question. Most homeowners never think about it until an insurance company asks for it, or a roof gets torn up in a storm and somebody starts asking how it was built in the first place.

What the inspection actually checks

A windstorm inspection isn't a glance from the driveway. It's a look at how the roof deck is fastened down, how the shingles or metal panels are attached, whether the flashing at valleys, chimneys and sidewalls was installed the way it's supposed to be, and whether the whole system is put together to resist uplift in high wind rather than just shed rain in a light one. Two roofs can look identical from the street and perform completely differently in a 70 mph gust, because the difference lives in the fasteners and the underlayment, not the shingle color.

What it isn't

A windstorm certificate isn't a guarantee that nothing will ever come loose in a storm, and it isn't the same thing as a city building permit. What it is, is documented proof that the roof was inspected against a wind-resistance standard and passed, by someone qualified to make that call. That's a meaningfully different piece of paper than a receipt for materials, and it's the one that actually gets asked for later.

Older homes are the ones most likely to need a look

A roof put on in the last several years is more likely to already meet the standard, because the fastening patterns and flashing methods a WPIE inspection checks for have become closer to standard practice among roofers generally. An older roof, especially one that's had a repair or two layered on top of the original install over the years, is a different story. Extra layers, mismatched fasteners, and flashing that got patched instead of properly reseated are exactly the kind of thing that can keep an otherwise decent-looking roof from passing inspection.
